Can you tell me if it is structurally sound to use a conte crayon for a drawing under oil paint? Not worried about smears, only compatibility of materials.

You could certainly use it but there are a few things to think about. Conte has a wax component which will be sensitive to solvents, even those used in a future restoration. If you are using solvents to paint some portion of the wax will be incorporated into your paint.
Unless you are really laying the Conte on thickly, this probably would not be a problem. Personally, I see no real advantage in using Conte over a drawing material that does not contain wax.
